The Secretary of State to the Ambassador in France (Caffery)
1576. From Matthews.19 The French Embassy has been informally notified that for the period March 29 to April 13 an appreciable number of missions have been flown into Indo-China at direct request of the French in addition to other air forces operations into Indo-China. Embassy was informed that steps have been taken to drop rations, small arms and clothing to one particular group in Indo-China and that question of further assistance to other groups is subject of active negotiations.
