774. Rome’s 2403, Aug. 21. Dept believes Udine should be returned to Ital Govt with rest of North Italy unless prohibited by overriding military necessity which could not be covered by arrangement Parri suggests.

Would appreciate your appraisal of extent to which situation indicated in your 3333, Aug. 21,28 and also Yugo demands during Monfalcone negotiations29 that special AMG zone include Udine (your [Page 1030] 2617 and 2624, June 14)30 may be influencing the decision to retain AMG. Is necessity for retaining AMG in Udine upheld equally by US and UK military authorities? Inform Rome.
