781. My telegram 767, Oct. 15. Gascoigne tells me today that he received instructions to bring matter of Soviet economic collaboration agreement before next meeting of ACC (Allied Control Commission) and General Edgcumbe yesterday addressed note accordingly to Voroshilov along lines reported in my telegram 763, October 1531 but omitting reference made in first draft to effect that agreement was concluded “with a Govt owing its existence to active intervention of USSR”.
Gascoigne informs me further that Political Committee of National Assembly is not likely to meet before next week to consider ratification of agreement while National Chief Council would meet later still for final ratification.
Gascoigne requested Key’s support of British position at meeting of ACC scheduled for Oct 20 but probably to be deferred. I told Gascoigne Key has been instructed in sense of your 535, Oct. 13.
