Your 800, December 28, 8 [3] a.m. As you have previously been advised, Finnish Economic Mission informed by President of Exim Bank81 that he would recommend to Board of Directors credit of 35 million dollars. In any event credit is not formally in effect as Directors will not meet until January 3.
Department’s continued belief is that public statement must be postponed until after war trials.
