799. Shepherd tells me Orlov expressed to him few days ago his genuine distress and disappointment at extent of anti-Soviet feeling in Finland which trial of war responsibles has revealed. Evidently, Orlov set his hopes too high on effectiveness of his efforts to win friends in Finland, which from my observations have succeeded only in Left circles.
