The Ambassador in the Soviet Union ( Harriman ) to the Secretary of State

601. Please repeat this message to Helsinki. I have read with interest the suggestion contained in Helsinki’s 25, January 30, 3 p.m., for Hamilton22 to make a public statement. I believe such a statement made in the manner proposed would be helpful from the standpoint of our relations with the Soviet Government. We are criticizing the Soviets for their activities in directions that we do not approve and [Page 605] it would seem appropriate for us to take a position publicly which would support them in this case where we think they are right.23
