2348. For Ethridge. You will have received a copy of the note which Barnes is instructed to deliver to the Bulgarian authorities in [Page 383] respect to the Bulgarian elections.7 Unless you consider it desirable to have further conversations with Molotov or Vyshinski in this respect I agree that you should proceed to Rumania as suggested in your tel 3859 Nov 14 leaving negotiations with regard Bulgaria to normal channels.8
