361. US Commerce Dept will shortly announce that applications for licenses will be accepted for exports to Bulgaria. Announcement has objective of facilitating restoration of private trade with Bulgaria. Complete text will follow in airgram.87 Please suggest to General Crane that on receipt text he may wish to call announcement to attention of Allied Control Commission and may wish to suggest that ACC grant permission for Bulgarians to trade with US.
