395. My 393, July 28.15 Ganev has just suggested to me that a statement by Voice of America in Bulgarian of substance of Petkov’s letter16 requesting application to Bulgaria of Yalta Declaration and tripartite Allied control over Bulgarian elections when they are held and indicating approval in US of this expression of desire for democratic procedures in Bulgaria might have a most beneficial effect at this time on Bulgarian political situation. If Dept and OWI approves word to this effect would be greatly appreciated by me.
