595. The Department is repeating to you in a separate telegram substance of its reply to a note submitted by Eden to the American and Soviet Secretaries of State66 at Yalta on the interim administration of Venezia Giulia. (The text of the British note is being sent you by airgram.)67
On receipt of the telegram under reference you should inform Molotov of the sense of our reply to the British note and express the hope that his Government’s views may be along similar lines.
