385. Reurtel 394 August 30.9 As stated in Dept’s 274 August 13, negotiations for interim agency for Rhine and Danube and the re-establishment of permanent agencies for international waterways will be considered by the Council of Foreign Ministers in London. In order not to prejudice these discussions, no agreement for a provisional organization should be reached by the LTS, British and French transport divisions of the Control Council and the problem should not be referred under any circumstances to the quadripartite transport [Page 1367] directorate or other riparian states. Current problems relating to resumption of traffic movement and navigation may however be worked out informally by the Control Council in cooperation with the Provisional Organization for European Inland Transport.10
