Circles here unfriendly to expansion UNRRA relief to Poland state (1) UNRRA articles for sale commercially at inflated prices in Poland, (2) very heavy pilferage and deflection UNRRA railway shipments, and (3) much UNRRA material used or required to replace Polish articles removed from Poland as war booty by Soviet authorities.
