7074. Kefauver to Anderson. Conference yesterday approved draft constitution as basis for agenda of United Nations Educational and Cultural Conference, authorized immediate circulation to Governments and publication and general release in different countries on August 1st. I pressed for earlier release but members of Conference considered that much time required to ensure delivery draft constitution to all Governments before general release. Conference will publish on August 1st. Recommend Department publish for release same date.¹²
