Office Memorandum

In handing the attached reply2 to a representative of the British Embassy, you may wish to indicate verbally that the officers of the Department present at the Yalta conversation concerned do not recall Marshal Stalin as having taken at that time, with regard to Turkey’s independence and integrity, a position so definite as that indicated by the British Government in its aide-mémoire of June 18.3
