The Ambassador stated that he wished to bring up the subject of the preparation for the forthcoming Berlin meeting. General Deane had received instructions from General Eisenhower to obtain permission for an advance group to proceed to Berlin on June 17 to make preliminary arrangements. The Ambassador said that he desired to leave with Mr. Vyshinski a copy of General Deane’s letter1 on the subject and to state that he was always prepared to discuss the matter with Mr. Vyshinski.
