6756. FonOff informed substance Dept’s 5371, July 21 and offhand reaction was that USSR probably would have to be brought into Tangier’s [sic] discussions.
An awkward feature about this is that other signatories to GCT of 1923 (Dutch, Belgians and Portuguese) have not been invited.
