Memorandum by the Legal Adviser (Hackworth)1

The present system of military control in Japan must be uprooted and not allowed again to assert itself.

The people of Japan shall be given an opportunity to control their destinies along peaceful lines.2

  2. The second paragraph has been revised by hand by Dunn to read: “When the people of Japan have convinced the peace loving nations that they are going to follow peaceful lives [lines?] they shall be given an opportunity to control their destinies along peaceful lines.”
