Dear Mr. Molotov: As you will recall, when I gave you my letter of July 71 listing topics which the President might wish to discuss at the forthcoming meeting you inquired regarding the subject of reparations. I explained that the President had asked Mr. Pauley to come to Berlin to give him a report on the status of the discussions [Page 239] of the Reparation Commission. I explained further that I was satisfied that the President would wish to discuss at the Conference those matters regarding reparations which had not been settled. Mr. Pauley has confirmed this and has so informed Mr. Maiski.2
