1513. Top secret and personal for the Ambassador from Bohlen.

I confirmed with the Secretary that both the President and he desire you to be present at Berlin. You should also bring Page. Your 2297, June 27.2 We think it would be a good idea for you to go to Berlin a day or two in advance in order to look over accommodations and arrangements for civilian personnel. Official instructions follow.
