Dear Mr. Ambassador, With reference to your letter of June 251 in which you point out that among the preparatory measures for the meeting the most urgent is the erection of a high-frequency radio telephone station and of a teletype system, the People’s Commissariat has given instructions to the Soviet military organs in Berlin to get in touch immediately with General Parks on this matter and, after having fixed the number of the communications group headed by Major General Frank B. [E.] Stoner, to permit this group to proceed to Berlin.
