464. Referring to my telegram 331 July 13, 6 p.m.34 I have been informed confidentially by the representative of the holders of bonds of the Dominican Republic that the Chase National Bank has agreed to make a loan of $6,000,000 to the Dominican Government at 3½ percent. Inasmuch as a budgetary surplus of $5,000,000 is anticipated for the present fiscal year these two items would be approximately sufficient to provide for the liquidation of the present outstanding balance of the foreign debt.
