The Ambassador in Cuba (Braden) to the Secretary of State

Sir: I have the honor to transmit herewith to the Department the text and translation of Resolution No. 230 of May 31, 1944,81 which provides for the use of carburante in place of gasoline to the extent that circumstances require.
The Embassy’s despatch No. 5729 of January 18, 1944 (file No. 869.7)81 reported to the Department in detail, a proposal by ORPA to exchange 6,000,000 gallons (142,857 barrels) of gasoline for an equal quantity of gas oil. The Department signified approval of the proposal in airgram A–95 of February 2, 1944,81 and Resolution No. 230 is the official Cuban action required to make the gasoline available for the exchange.
The Embassy will continue to keep the Department informed as to the progress which is made in the gasoline-gas oil exchange program.
