429. Under pool principles local committees are not authorized to initiate requests for additional allotments of petroleum products because of the evident commercial interest of the member companies in the granting of such requests.
Both the local committees and the Petroleum Supply Committee for Latin America in New York are limited in this connection to furnishing advice upon request by either local or Washington authorities.
You can be assured that no additional gas oil will be granted as the result of solicitation by members of the local committee now in the United States or in any other way not consistent with usual pool procedure which must be channeled through local petroleum authorities and the United States mission in the area involved.
