704. At the first meeting with Cuban Sugar Commission, afternoon of August 28, Mr. Wilson, CCC, stressed the excellent cooperation of the Cuban Sugar Institute, the hope that these negotiations will cover the last global sugar sale between the two Governments, and the basic nature of this Government’s policy in maintaining the present sugar ceiling price.

A United States proposal,35 along the lines of the enclosure to instruction no. 4412 of August 26,34 will be submitted to the Cuban Delegation on August 29.
