The Ambassador in Colombia (Lane) to the Secretary of State

Sir: I have the honor to refer to my despatch no. 4232 of August 14, 1944,65 reporting that the Minister of Foreign Affairs had informed the Embassy that he had communicated to the respective courts the contents of the Embassy’s notes requesting immunity from the jurisdiction of local courts for the Rubber Development Corporation and the Institute of Inter-American Affairs. The Embassy has now obtained through the Institute of Inter-American Affairs a copy of the note of the Minister of Foreign Affairs dated August 10, 1944, addressed to the judge of the court handling the case against the Institute of Inter-American Affairs, informing the judge of the official character of the Institute. There is enclosed for the Department’s information and files a copy and translation of this note66 from the Foreign Office to the judge.
