433. See my 393, March 3, noon. Newly appointed Minister of Hacienda, Gonzalo Restrepo, informed me this morning that he personally will handle replacement program. He expressed great enthusiasm for the project and said that I could count on his using every endeavor to bring it to a successful conclusion.
I believe it especially important in view of the foregoing that Folsom and Rubin return via Bogotá.
