Your 606, February 17, 8 p.m. The Department has been informed by a representative of the War Shipping Administration that WSA has addressed a letter to the Department today approving the text of the proposed shipping agreement as set forth in your A–303, February 17. You are therefore authorized to exchange notes with the Foreign Office based upon this text.
