1449. Your telegram no. 1687, May 6, 3 p.m. I am glad you were able to convince Aranha that our action is reasonable.
Please tell him that it was largely due to his feeling that conditions in Bolivia had developed to a point where they required more attention that I sent Ambassador Warren there hoping to obtain a clearer picture of the situation so that I might discuss all phases of it with Aranha. See Department’s circular of May 6, 10 p.m. Of course I had no intention of taking any action in regard to recognition without consultation with Aranha.
