The Secretary of State to the Diplomatic Representatives in the American Republics Except Argentina and Bolivia
If you consider it advisable, please inform the Foreign Minister of the country to which you are accredited that at his press conference today when asked to comment on reports from Cuba that the other American Republics are preparing to recognize Bolivia soon, the Secretary stated:
“I have not information to that effect. The governments thus far have been proceeding as a unit in that respect and their action has been based primarily on considerations of carrying on the war in support of the Allied cause.”
