The Minister of Finance, Sr. Rojas, has given Groves93—of Embassy staff—categoric assurance verbally, that no American merchandise under export control in the United States will be permitted re-export by Venezuelan Government, this in accordance with our desires outlined in your circular telegram of September 15, 6:00 p.m.
