The Acting Secretary of State to the Ambassador in Mexico (Messersmith)

1452. Please express to the Foreign Minister the Secretary’s personal and sincere appreciation of the clear and firm stand which Padilla took in his discussion with Pardo. Reference is to your letter of July 28.62 By expressing the same views to the representatives of other Republics accredited to the Mexican Government, the Foreign Minister is continuing in full measure his determined leadership in the common cause.

The Department appreciates the effective manner in which you handled the delicate question of the Foreign Minister’s inquiry relative to mediation. We understand from the second and third paragraphs of the letter under reference that Padilla appreciates that there is no occasion for mediation.
