719. We no longer have any doubt but that text of Ramírez’ resignation quoted in translation in Embassy’s 698, March 10 [11], 7 p.m., is authentic. Press has been ordered not to publish it but text is already in so many hands that Government may find it necessary to release it in which case they may attempt some form of explanation or rebuttal.
