4551. Department’s circular, December 21, 10 p.m.; my 4534, December 26, 8 p.m. Souza Costa said to me today “You must help me out of the coffee crisis”. I told him again that our Government will not increase coffee price ceilings to which he remarked “Then I will probably go to Washington to discuss the matter with officials there”.
