Sir: Referring to my telegram No. 230 of April 24, 12 noon, 1944, I have the honor to report that I have made very special efforts during the past four or five weeks to secure a favorable reply from Paraguay on the matter of the trade agreement which has been under negotiation. The President9 personally promised me to arrange its approval, as did the Foreign Minister.10 The difficulty has lain with the Minister of Finance, and I regret to say that there is little likelihood of securing his consent at this time.…
