The Ambassador in Paraguay (Frost) to the Secretary of State

A–123. For FEA,2 Crowley3 & Dodson.4 Reference is made to circular airgram March 30, 1944, 7:30 p.m.,5 regarding a farther rollback of decentralization to a minimum positive list as of July 1st, 1944.

In view of earlier removals of large groups of commodities from the decentralization procedure6 and also the relaxed control over shipments valued at less than 10,000 dollars announced by FEA, this Mission believes that the use of a minimum positive list would be desirable; not only because it implies removal of more commodities from decentralization, but also because it will provide a more definite basis for determining in each case whether an import recommendation is necessary or not.
