804. Local United States citizens have made application to Consulting Commission43 to purchase property of controlled enemy aliens from National Bank and at prospective auction sales. Request instruction on necessity for license. Refer page 4 despatch No. 1528 of September 20, 1943 and Department’s telegram 344 of October 9, 1943.44
