The Department feels that in view of the internal political situation in Nicaragua5 it would not be advisable for President [Page 1395] Somoza to use the Embassy balcony as a rostrum on July 4, as mentioned in your 400 of June 29, 6 p.m. You should find some discreet way of bringing about the abandonment of this part of his plans. The Embassy’s attitude toward the manifestation should be one of cordial but circumspect cooperation.
