This Government is communicating to the other interested republics its preliminary view that the recent changes in the Argentine Government32 may well have been effected through the use of force and that, therefore, the procedure of consultation and exchange of information envisaged in Committee Resolution XXII should take place.

You should so inform Dr. Guani in the strictest confidence, and simultaneously express to him our keen desire that the situation remain completely in status quo pending the determination of the reactions of the various governments to this initiative on our part. You may assure him that we will continue to keep him fully informed concerning further pertinent developments. [Spaeth.]
