The Assistant Secretary of State ( Berle ) to the Chief of Staff, United States Army ( Marshall )

My Dear General: I enclose a letter from Ambassador Messersmith26 regarding a possible growing desire on the part of the Mexican Army ground forces to participate overseas.

The Ambassador gives some very pertinent background material and strongly recommends that any initiative on this should come from Mexico, a recommendation which seems very wise in view of all the considerations involved in this.
