The Acting Secretary of State to the Diplomatic Representatives in the American Republics Except Argentina, Guatemala, and El Salvador

The Provisional Government of Guatemala has been replaced by a revolutionary junta. The Provisional President of El Salvador has also been ousted30 and replaced by Colonel Osmín Aguirre, former Chief of Police.

It is the Department’s belief that in light of circumstances surrounding these two overturns, the consultative procedure envisaged by Resolution 22 of the Emergency Committee on Political Defense at Montevideo is applicable and recognition will not be extended to either Government until an exchange of information has taken place between this Government and that of the other American Republics.

You are requested to inform the Foreign Minister of the country to which you are accredited of the foregoing points. You should say that this Government will greatly appreciate any information which the Foreign Minister may be in a position to transmit to you in the name of his Government and also any views which he may wish to express regarding the advisability of recognizing the new regimes in Guatemala and El Salvador. You should add that this Government will be pleased to communicate to his Government all information which may be available to it as soon as it has been possible to collect such information.
