My telegram No. 334, October 21, 8 a.m. The Chief of Protocol telephoned me at 9:30 this morning and “in the name of the Provisional President Colonel Osmín Aguirre” invited me to the Presidential Palace at 11 a.m. this morning. I declined to attend stating I could take no action which would imply recognition without orders from my Government.
