159. It is probable that upon official announcement that General Martínez has left the country the general strike will be immediately discontinued and that this will be followed by the resumption of normal and orderly life throughout the republic.
I would accordingly recommend that when I have reported the receipt of official advice of the constitution of the Menéndez provisional government I be instructed to establish full relations with it.
