471. Reference your cables 544 and 549 of June 1, 1944.13 You are authorized to establish informal contact with Velasco Ibarra and also with the newly appointed Minister for Foreign Affairs, if you wish, provided that in your opinion the situation continues to be such as to make it in the interest of this Government to do so and provided further that the diplomatic representatives of some of the other American Republics are likewise establishing these informal contacts.
