544. I will send my recommendations later on today regarding the general question of recognition of the new government. However, prior to any determination I would appreciate the Department’s immediate instructions whether I should establish an informal contact either with the Minister for Foreign Affairs11 or with Velasco Ibarra or whether, in case they desire to see me, I should go.
