The Soviet Government expresses its gratitude for the reply of the Government of the United States of July 22 on the Turkish question.

The Soviet Government remains of the opinion that the position taken by the Turkish Government in respect to Germany is unsatisfactory and comes to much too late discussions of those or other half-measures, which do not have any essential significance in the present situation. In view of this the Soviet Government considers it necessary to discontinue pressure on the Turkish Government and leave it entirely to its own will.
