916. My 908, May 19. Foreign Minister has informed Hugessen and myself that as a measure of good will he has directed appropriate Turk authorities that exports to Axis of strategic materials listed in British and American notes of April 14 are to be immediately reduced to 55 percent of quantities exported in 1943.
