The Minister in Iraq (Henderson) to the Secretary of State

251. Tahsin Qadri, Iraqi Minister at Beirut now in Baghdad, told me today that the new Soviet Minister to Syria and the Lebanon56 has told him in confidence that the Soviet Government is unqualifiedly opposed to the Zionist program. ReDept’s circular infotel November 14, 6 [10] p.m.57 Wadsworth is undoubtedly in a better position than I to evaluate the reliability of the Iraqi Minister.

Repeated to Beirut.
