Washington , May 10, 1944—midnight.

1317. Situation reported in Tangier’s 107, May 8, 7 p.m. is seriously disturbing. Unless prompt measures are taken by Spanish Government effectively to carry out agreement in regard to expulsion of Germans, Department will be compelled to consider withdrawing its authorization of petroleum loadings for Spain.
