Reference your 358, February 3, 6 p.m. The Department’s telegram to Rabat of January 31 was intended solely to serve as a guide in any conversations which our officers might have on the subject of the nationalist movement in Morocco. If you are asked for an expression of this Government’s views in the matter, you may reply along the lines described, but no need is perceived for you to take the initiative in presenting our position to Massigli.
