The Consul General at Casablanca (Russell) to the Secretary of State

19. My 18, January 14, 4 p.m. French and British have also cancelled permissions their troops. Belief among middle class Arabs and workers is that Nationalist movement is supported and backed by United States Government. Consulate considers this belief encouraged by ill-considered actions of officers mentioned in my despatch 1186 November 2242 and by over friendly attitude of former U.S. general officers here. French are taking precautions but do not intend to interfere unless native demonstrations become disorderly.

Repeated to Algiers as my 5, to Tangier as 6 and true reading to Rabat.
